I clicked on the Updater link and at the top of that page this was stated..

This updater is old and not currently working.

I'd say it's easy enough to update manually so I wouldn't worry about it. More than likely it's been removed since the Addon Policy changes just like the forums and main download site have been moved to here at WoWI.
