I would suggest two things: an addon is abandoned when the author says he's abandoning it, or when, after a major update, it breaks and is not fixed in a reasonable period of time, such period being considerably longer than the usual four seconds people wait before complaining, like say, a couple of weeks at least, and for someone to pick up this addon would be difficult, as convoluted as the code is.
