The only two ways to view someone's lockout is if they link it to you or they are the leader of a group and you see them in the group finder under that instance. You cannot query someone else's lockout in any way.
You can link a lockout by opening the social window, clicking the Raid tab, clicking the Raid Info button, and shiftclicking the lockout into chat. You'll have to make everyone in the group do this if you really want to check them. However, those that are fresh for the week may not have anything to link for proof.
