Ok you really need to get closer to the hitcap which is 17%. You shoud change gems and enchants as shown here:

I think this side might always be the best way to optimize your gear otherwise you have to calculate.

So if you are hitcaped (between 16%-17% hit) you shoud try to reach 31.25% hast together with the Warlock buff (shoud be round 28% hast without buff)
