Hmm, I'm not seeing that, unless I'm not doing the right thing. I log in, queue for LFG, and the eye is around the mini-map.
The eye is not getting moved to the Carbonite button window (like the rest of the icons do), but I do see it - and can interact with it - around the minimap.
I do not have any mods that affect the behaviour of the mini-map, so it's stock.
