At this time, there really is not short of making your own dashboard textures. And, as I have pointed out in the past, half of what is behind the dashboard is actually and empty black rectangle, anyway, so it really would not look good fully transparent.
There are some alternate dashboard skins you can find here:
http://www.wowinterface.com/download....html#optional -- the thin gloss black one would be the one that comes closest to what you're looking for.
