UrbanAchiever does it but it also does a lot more.

As far as I know it is the only one to do it.

Also it is not an Achievment Frame replacement. It uses it's own frame. You either need to do a key-binding or type /ua to open it.

WoW 3.1 (currently on the PTR) allows tracking of multiple achievements and dragging the tracker.
