shading of the tooltips

okay, the opacity of tooltips is set to something like 50% grey or black, i was wondering if anyone new a way to change the background opacity of tooltips, i was hoping to get them black to make it easier to read. and then if it is possible could i leave it that way for only one of my alts or would all need to adopt it?

oh btw, um i am not refering to the player and NPC tooltips, but rather the tooltips for weapons and items... not sure if they are different. but i only see mods for editing the Player and NPC tooltips.
