Are you talking about the default Unit Frames? If so, then no. The textures around the heath/power bars are a fixed size. It is possible (using a custom mod) to stretch the artwork to accomdate longer bars however then whole Unit Frame will look squashed.

Those who want wider Unit Frames use a unitframe mod that does not use the default unit frame textures or if they want to the look of the default frames, they create their own UF mod (or use a framework like oUF) and modify the bar's textures using an image editor (essentially splitting the frame in half vertically, then adding a "plug" to create a wider frame).
