looking for a certain chat/text add on

I am looking for the add on that allows you to place a text message that appears on the screen in bold letters that all can see.

Can someone please inform me of the name of that add on

if it for when your in a party or raid just type /rw "what you wanna saw" if its in raid you need to be the Raid Leader or a assistant.
