Sidebar help?

Hello,

Man I feel like I'm on these forums too much >.< Anyways, I've seen several UI compilations that make use of a "sidebar" that lets you click something and some action buttons pop up, but they go away when you click them again. As I play on a pretty small screen, this is invaluable. Is that some special addon or is it an OnClick event for kgPanels?
