Scrolling text question

I've tried disabling and enabling every option in SCT, and still can't find the option that allows for lines when ability cooldowns are up. Example : "Mortal Strike is ready!" "Overpower is ready!" "Blood Rage is ready!"

If anyone knows where I can find the option for this, I would be appreciative. Thanks!
