Help With Bars

How would this with discord bar:

-12 button default bar at bottom right
-12 button bar abvoe it which will change as default bar changes (e.g. if bottom bar is on page 1, the bar above is on page 2, if bottom bar is on page 3, the bar about is on page 4... etc)
-Another 12 button bar above that, which always has the same buttons.

Should I use something other than discord bar?

Go to Button Layout. Put 24 buttons on one bar. Go to that bar's Basic Options and set it to have 2 Rows. Go back to Button Layout. Put 12 buttons on another bar. Click the Unlock Dragging button and drag both bars into position.
