Bar Paging addon?

Is there an addon that simply adds paging to the standard Blizzard bars? The default requires you to have a modifier+another button. I'm looking for something along the lines of:

No modifiers: Bar 1
Shift held: Bar 2
Alt held: Bar 3

And upon releasing the modifiers it would revert back to Bar 1. This is common in most bar mods, but I cannot seem to find a stand-alone mod with this feature.

I found an old addon that is outdated, but very close to what I am looking for. I do not know LUA so I have no idea how to repair it and get it running. Ideally the modifier/bar selection menu would be a little more user friendly, perhaps in a drop down menu format.
