Must Wait X Seconds Before Speaking Again

I just realized that it's carbonite that's causing it and it's really annoying not being able to communicate simple because an enemy is around. Is there a way to disable this. Ive tried going to the punks/social options and disabling everything but it's still happening. Is there a way to fix this?
