Easy Weapon Skill tooltip

Can an addon be made that when you mouse over a weapon, it will say in the tooltip what your weapon skill (if able to use it) is for that weapon?

sounds like something possible, i have no idea how, but it dosent seem like blizz should restrict that in any way
