Help with Chat box.

Hello, I am having a problem with my chat box background color, I am using eepanels so I made my own panel for my chat box with a cool blue color that I like my problem is that my chat box background color is black and when I move the chat box to the panel I can't see the panel, I checked the background opacity and it's 0% but still the background is black, I had this problem before but doing /rl used to fix it but now I can't get it fix.
Any ideas of how to fix this ?

Make sure your Panel is set to High Strata (Level). It might be set to Low or Medium, making it under the chat box.

But, if you put the opacity on the chat box to 0% you shouldn't keep getting a black box.

So my only answer is to check and make sure the eepanel is at a higher Strata level.
