Anyone know whats wrong with my screen?

If you notice. There is a line of color at the bottom of my screen. It appears time to time depending on the background color and it is not always the same color. At first you would say, "Oh, its a graphics card problem." I thought that also but the thing I dont understand is why does it not show up on top of the actionbars and everything? Does anyone know how I can fix this problem.

It IS a graphics card issue. It happens on both ATI and Nvidia cards as I can tell (I own PC's with both card chipsets installed), but more often on ATI cards.

If you are not running the latest driver for you card, update your drivers. Even with the latest for ATI and Nvidia, it still happens.
