oSkin ?

Wasn't exactly sure where to ask this, figured here would be the best place, sorry if it isn't. Just curious if anyone is familiar with oSkin ? I've seen it mentioned here: http://www.wowinterface.com/download...fo.php?id=5174
and on the WoW warlock forums, in one of the "post your ui" threads. Is oSkin actually a mod of sorts to sompletely skin the default WoW windows, or something completely different ? Because I've been wanting to do something lke that for quite awhile though, and after seeing a couple of screenshots of someones windows using 'oSkin' I was pretty hyped, to look for it, unfortunately, I can't find anything =(
