whats the AddOn called that adds that little Window with Actionbar Buttons to the place where your mouse cursor currently is when you click the key bound to it?

Sounds like you're talking about TinyPad if I'm not mistaken.

No, TinyPad is a notepad addon. It's the Context Menu, and it's detailed in the FAQ if you want to know more about it.

It's also part of the Core Mazzle and I suspect not available for use outside of Core Mazzle

The Context Menu is, yes. Though the OP made no mention of a desire to have it outside of Mazzle.
