Is this an addon or Blizzard default?

Ive been looking high and low for a certain bit of UI customization, Its something that creates Blocks of black space, i mean where the original XP bar/spells etc go get rid of them and then a block of black or whatever and use something like bartender to put buttons on to it, cht windows in etc etc, i dont know what this is called and i would really like to know.

This for example :

See where the spell buttons are and the chat windows, that background huge chunk of bar thing is......

Hmmm no that cant be it, it says "Incompatible" but ive used the UI suites with it in already.

I dont know if you understand what it is im looking for, Look at that picture, where all the spells are, chat window, damage metre thing, Behind them all is a a "Back-Drop" straight acroos the bottom of the screen which is acting as a small background for them things.....

There is also a mod called skinner that you can use to make the different parts of your UI look better and also has a viewport in it so you can do that. Here is a pic of my UI using Skinner

eePanels is also a great, lightweight mod that can do that as well.
