ingame HTML / XML viewer

the idea is:
having an ingame (resizeable) window with scrollbars for up-down left-right.
the frame should show a XHTML or XML or HTML file (and maybe remember the last position)
think about it like a ingame Browser like Firefox. showing local data would be enough.

the reason:
there might be several reasons to have such an addon, my main reason is to use a leveling guide without alt+tab.
the guide is in html, with a converter it could be converted to XHTML maybe XML.

anyone capable of programming such a thing or giving some hints ?

I don't actually know how to implement it...
I think you could have a block of HTML formatted text in your Lua that gets read into a frame and displayed.
