My First Addon-where to start

ok, I finally figured out what I want my first addon to be. a simple one "i think". I want to be able to broadcast on either party or raid channel when I use reincarnation, and then every 10 mins or so it would broadcast my cooldown to either the party or raid channel. But before it even loads, i want it to check to see if the person is even a shaman.

Can someone point me in the right direction to figure out how to do this? and where to start?

to summarize.

load only if class=shaman
broadcast only to raid, or party channel if raid is not present
read when reincarnation is cast
broadcast cooldown every 10 mins or so
