Simple add-on that lets you control button animation when getting off-cooldown

I cannot seem to find this simple thing :
- I use Bartender4 (but am willing to switch to another bar addon)
- I would like the little twinkle that displays when an ability is off cooldown to be much more noticeable, ideally to be able to control its aspect on a per bar or per button basis

Haaaalp I've been looking for two hours without luck (english not my primary language so I may have screwed up on search terms).

Nm, omnicc does what I want, just a bizarre name for an addon given its feature set
