That UI has popped now and again, however I think it's a custom interface that has not been released on any US/EU WoW fansite.

While some of the artwork is "neat" (such as the Micro Button" idea), it's way too cluttered for my taste (most of the Broker plug-ins should be hidden or on a Carousel display). Some of the artwork does not really fit any theme (such as the dude packing the automatic weapon on the left).

The creator of that UI really needs to figure what kind of a theme he/she wants then aim for it. As it stands, it reminds me to much of many Asian TV shows, lots of loud graphics and "bling". Thank you NHK, GXT and CCTV 9 for those shows.

I can also see the picture just fine. It's got ALOT of info on the screen but some of the elements are really, really interesting. Big Player Unit frame but still has quite the cool factor.

This is a legitimate WoW UI site where much of the Traditional and Simplified Chinese localizations for many major AddOn projects is done. This site hosts those Chinese versions and is not a front for some phishing or gold farming operation.

It's posted at tinypic. But here it is as an attachment. You've probably seen it a few times, as Lykofos pointed out, it's been passed around a lot in the past year or so.

I really like the icon concept the author used, like for the micro menu (character, skill, talent, etc...), and I don't think I've seen anyone else do that on any other UI I've seen.

However, it seems that the person went "I like this, and this, and this," with his/her various elements with no thought of how they worked together. But really, if you like looking at it, that's all that matters XD.
