It looks like it could be Quartz, a modular ace2 casting bar.

Even if its not, quartz can be setup to show your castbar, target cast bar, focus' castbar.
It includes a modulae to modify the bars for latency if you like, and a swing timer, useful for timing your hunter shot rotations. It also has timers for buffs etc.

HEY! That's my screenshot!

Looking at it's position, the time on the bar, and looking at my casting animation, I can tell you that is NOT Quartz! That is actually one of my timer mods - I think I was using Chronometer at the time. It's showing the frostbolt debuff on Nightbane...It looks like it's slowing the snare aspect but wouldn't Nightbane be resistant to that?

Anyhow - I do use Quartz now and it does look very similiar to that bar so you guys were pretty close.

I thought it was Chronometer, but I couldn't remember if Nightbane was immune to the slowing effect... A good tipoff is that the timer says 8.3 seconds.

I like quartz alot, but being a nub on mods i don't understand what all the coordinates do or anything. I hope someone has a tutorial somewhere cause id really like to use it so i can discard natur enemy castbar (necb) and ecastingbar (ecb)
