strange question

I am a new level 100, and i cannot seem to find where to go to View Leaders Garrison anywhere on the menu structure

Right click your health bar (unitframe) and choose "View Leader's Garrison"

yeah, i found it but i have to have a garrison first, in thought that once you unlocked the level 3 garrison it was unlocked for all, but that is not thje case, thanks for the help
