Cast bar overlapping with some sort of circle?

Whenever I enter combat, there is my health bar along with my buffs inbetween the bar for my target and for my character. This seems redundant, along with the fact that my cast bar is overlapping with the buffs it displays making it generally unpleasant to look at.

How would I get rid of this? I tried all the UI options and nothing seemed to affect it.

Are you talking about the new player nameplate? Look again in Interface Options.

Yeah this sounds like the new Blizzard Personal Resource Display. Check under Interface --> Names.
