Bear Form Changes Frame Opacity

I've noticed that if I'm in bear form (specced Guardian) that the player frame changes opacity to whatever the 'Hurt' opacity % is set to, despite being at full health. This only occurs if I do not have a target, otherwise it uses the correct opacity setting.
