If it's not a problem with wowi,
I'd guess Shag asked the site admins to remove it for some reason.

The link is dead, I'm sorry about that. I will re-upload the addon. There are still some rough edges in the code that need to be ironed out. Particularly the configuration is quite difficult to do, and it's not possible to configure the colors. I'd like to fix that before I upload the addon again.

The next thing that I will update is IFrameManager. It has undergone a major overhaul. See the IFrameManager page here on wowi for screenshots (http://www.wowinterface.com/downloads/info4865.html).

The coolDown source has a new home at: https://github.com/wereHamster/coolDown. You can download a prebuilt package here: https://github.com/wereHamster/coolDown/downloads

My other projects (IFrameManager, IFrameFactory, Serenity, CommChannel) are on github, too, if anyone is interested. Though not all are guaranteed to work with WoW-4.x. IFrameManager is, so you may want to update that, too while you're at it (https://github.com/wereHamster/IFrameManager/downloads)
