Personally, I use Linode. They're fairly cheap and offer you virtual root access to the box. It's not just for web hosting, and you're going to want to know how to use Linux if you go this route, but you can do anything you want with the box, which is really nice.

I run several web servers, an IRC bot, and an SVN server on that box, all for the measly price of $15/mo, the same as a WoW subscription

Two hosts I've used, and would recommend either, depending on what kind of services you require:

DreamHost - If you need alot of storage and bandwidth, then this is the place I recommend. I have never seen better rewards through any other host. A friend of mine has been a customer for two years now and has almost doubled his allotments in that time. Avg prices $15/mo and up.

ComputingHost - If you don't need all the bells and whistles, and are on a budget, this is a great choice. I hosted a couple guild sites through these guys and never had a problem. You get SQL, telnet, FTP, CP, etc, more than most "economy" hosts. Avg prices $1.95/mo and up.

I recommend Liquid Web as they have top notch tech support with outstanding service and extremely stable servers. If you are unfamiliar with any type of hosting admin panel, I recommend getting a host that runs Linux/Unix on their servers with cPanel and Fantastico. Both of those offer point and click installs, and cPanel now has video tutorials to help you with most things associated with running your own web site.

We work directly with the datacenter (SoftLayer), we dont use a shared host (guessing thats what your looking for) as we use many dedicated servers. So best take the advice of the above posters. You can also check out a hosts reputation searching the webhostingtalk.com forum.
