tier 13 hunter proc

i'm a marks hunter looking to maintain an ais rotation but proc the tier 13 30 pcnt haste proc when its off icd. the proc has a 40 pcnt chance to proc off arcane shot and a 15 second duration with a 105 second internal cooldown. i'm lookin for a mod to track that icd so i know when to throw arcane shots to proc it.
