actionbar hilight addon

Hi, I'm looking for an action bar addon, only that hilight the spells, items, I don't want it to change anything except hilight if I have an usable item in there.

No, it's just a border of the spells, you know, if you put an usable item in there it will have different colored border, and spells got different, and when you hilight it will get another border, I want to emphasize those borders, to make them thicker and more apparent.
