Help no addon file found

My "Addon" button isn't showing up on the character select screen.
My target path is "C:\World of Warcraft\WoW.exe"
I do not have two WoW's. I have re-installed WoW twice and to access my addon folder it should look like this C:\World of Warcraft\Interface\addon, but it stops at Interface.
I have searched the internet and can't find a solution. Can someone please help? Thank you.

Log into the game and back out. It should recreate the AddOns folder for you. If not, just create it.

C:\World of Warcraft\Interface\AddOns

I created a AddOn folder and put TitanPanel in it. I logged in and still nothing

Ok.. I delete my interface folder. Restarted WoW. Quited. Now I have the path...
C:\World of Warcraft\Interface\AddOns. In my AddOns folder I have...

I just re-logged into WoW and the AddOns button does not appear.

There won't be, until you install an addon. The default blizz ones don't make the button show up. Install your mods in their own self-created folders alongside the blizz ones.

....I did a right-click;Properties and under the shortcut tab..in the target box it says
"C:\World of Warcraft\Launcher.exe"
