Action Buttons on Frame

I am new to the UI programming and the reason I started is to make frames with Action Buttons on them so I can have no Action Buttons on my screen. I want to be able to call up a frame for when I go into combat and can move the frame while in combat and still be able to click the action button. So if anyone can help me figure out how to get a action button on a frame that will respond by using the spell I dropped in the action button then I can go from there.
