Quest Watch Question

I have the Quest Watch set to not add new quests and to watch quests that change. However, when I log in a bunch of quests will be listed in the Watch. Is there a setting I'm missing? What I want is to watch ONLY the quests that change,and ones that I add manually to the Watch List.

I'll have to test that. It may be that all quests appear to have changed on login, since there is no previous data for them when the first game quest update message happens.
