Based on the addon's description, that sounds exactly like what it already does. It does not mention any configuration options, and it says it works by scanning the guild notes.

Please explain how the addon's current functionality is different than what you want.

He really is a very lightweight addon and it works, but it lets you change some scanning functions in the note of the player and it is precisely these options editable I would like to eliminate, like the addon funcina with a pre-scan configuration defined and not editable.

You don't have to use the options. If you don't use them, they don't do anything, and likely do not actually consume any resources other than static memory (eg. a few KB at most from the file size) which is completely irrelevant and has absolutely no effect on your framerate or anything else.

If you want to learn how to write WoW addons, then this kind of project would be a good place to start, but you are probably not going to find anyone who wants to spend their time writing a new addon just to save you a few KB of static memory usage.
