Verbose frames (mod idea)

Ok, I had a great idea for a mod and I don't even know if it is possible. You know when you hit "V" for verbose mode and all of the baddies on your screen get a health bar and name with level above them I wondered if it might be possible to change that floating frame to something more useful. ideally I was thinking a small unobtrusive arrow so that your screen doesn't get filled with health bars you don't need. Anyways did some thinking and here is what I think it should include (if it's even possible)

1) Arrow changes color with targets corresponding health (no health bar). Arrow starts green -> yellow -> red and blinks when under 10%.

2) Targets that are not your main target have their transparency adjusted so they do not over power the screen. (Maybe a slider so user can adjust)

3) Target level inside the arrow, but no name.

4) Range to target beside or within the arrow.

Ok, let me know what you think, and if it's possible.

It doesn't sound impossible, but i am having problems finding the right widget/api thing

Wowwiki doesnt give much help, neither does blizzards own lua files.

If anyone knows where the nameplates are being modified i would really like to know!

Ok, shameless bump. It seems that the above mod makes changes to nameplates (though it is no longer in development it seems). Wonder if there might still be hope for this mod?
