Need help writing custom trigger for Weak Auras 2

TLDR section: The rules are simple:

Proc an aura when:

I have at least 4 combo points

Do NOT proc an aura when:

Atleast 2/6 buffs are active

OR

True Bearing is active

Basically, I want an aura that says "Hey use Roll the Bones because you don't have the buffs!" I want to have at least 4 combo points. The tricky part is that I also want to have at least 2 out of the 6 buffs active. If I have 1 buff active, I want my proc to remain active so I can reuse Roll the Bones until I have at least 2 buffs in any combination....
I realize that this may require many different auras with many triggers.
I am running into many problems but in the mean time I am just doing trial and error.
If somebody has a simple solution, please I beg you, TELL ME! <3
