To be honest, the 15MoF just randomly picks an updated addon/file on the site every 15 minutes. Giving them their 15 minutes of fame and some additional publicity. What ShadowProwler420 linked to you is our Pick of the Week forum (the main page is found here), which is where we handpick addons each week to highlight.

Yep like Seerah said, 15MoF just grabs a random addon marked updated for WoW 4.x (just a 15min cron with a mysql query that uses random stuffed into memcache). There is no history.

I'd take a look at the Weekly picks that Seerah does, she shines light on many newer addons that some times get overlooked.

I visit the site maybe 5 times a week and find nearly all the 15 min of frames seem interesting
