Hello.

Has anyone seen or is anyone working on, a translation system for the game speak?

I would very much like to know what enemy players are saying.

Is there a mod available already?

If not, why not?

Cross faction communication is not allowed

Cross Faction communication is strictly against the ToS and is specifically mentioned in the list of things that could get your account Suspended/Banned.

In case you where, wondering were is this list? Its the third panel that most people just scroll down and click "Agree" upon a new/re- WoW installation or reset of of your WTF folder.

So Alliance/Horde cross faction communication = Your account one shotted by the Banhammer.

The Banhammer is a mighty object only obtainable by Blizzard. It can one shot anyone.

How I understand it, the other faction can see a string of characters that is based on the number of letters in the original message. You can easily look this up on wowwiki.com if you want to. And if you did this to actually communicate, one shot is soon to follow. A question: Is translating what the other faction strictly allowed? Or only the other way around?
