Zoom on Minimap

When using the scrolwheel to zoom out on the minimap when it is docked it keeps cycling. Another words it close in you zoom out on the docked minimap, and it zooms out then goes back to close. Instead of stop when its the furthest level zoomed out it just cycles back to zoomed in.
Example lets image, the number 1 represents furthest zoomed in and 5 is furthest zoomed out on a docked minimap. So the assumed range for zooming would be

Instead whats happening is
1-2-3-4-5-1-2-3-4-5-1-2-3-4-5-1-2-3-4-5-1-2-3-4-5-1-2-3-4-5
In------Out-In-----Out-In----Out-In-----Out-In-----Out-In----Out

I can't make that happen. Possible another addon is setting the zoom level. Try disabling all other addons and test.
