Fortexorcist Weakened Soul Problem

Ok so the cooldown bar works properly exept 80% of the time weakened soul doesnt get tracked correctly

I am a Disc Priest so i have the talent that removes weakened soul by a particualar amount per Heal cast. So when i cast heal it will remove 1 predesignated amount but when i cast it again it doesn't get tracked on the cooldown bar but it does get tracked everywhere else on my ui including the ForteXorcist spell timers.

any tips? is this just a bug? anything?
