It does not look like its official, but feedback in the thread indicates that the MD5 checksum matches the official version.

Are there any sites that offer the downloads that don't charge you to use em?

I have the patch from the starting up WoW tonight but its corrupted and it wont install and I dont know how to fix it.

Gamespot doesn't charge you to download, you just have to register with them real quick. Pretty sure Fileplanet doesn't charge you either, you just have to wait in line to get the download.
