Main character frame

Is it possible for anyone to just create a frame that goes around my characters frame.

I seen some real nice mods on this site....but really all i want is one to go around my characters frame.

Something to look like the elite enemys frame, but with like a black dragon or something neat like that....or if there is already one of those can someone direct me to the location.
