Color of UI

Do any of you guys know the addon that helps you customize like the color of like Recount and Threat Meters just like Caellion did with his UI , i want to know what addon is that so i can make my own. Where you can move your map and change the border color and the shape and all that , i think its a universal addon because it seems to be working with recount and a threat meter.
