Is the art on the WoW forum restricted? Could I insert this piece of art in a mod, or would I be infriging some sort of copyright?

I would think Blizzard would have no problems with you using art from their site in a mod for World of Warcraft. If it was for another game they may have a problem with it.

It's been talked about. With the understanding that IANAL and IANABE, if you give credit to Blizz for the artwork, don't try to make money from it, and are using it for use in a Blizz product, the chances of them having a problem with it are slim.
