Talking Frames? how to?

So basicly i want to learn how to make frames... like the one behind ur action bars and chat frames and so on!...

this is what my interface is looking like atm,.





this is how i want to make it look




maybe not exactly but you get the point.. i have seen alot of people's UI they have there own. so i tought to make my own ^_^



a guide/tutorial would be kickass cuz im a newbie with addons.!

Well, what i would do is:

1) Get the textures done and convert it to .tga (if you don't know how to, use "The Gimp")
2) Download eepanels2 off wowace and use this "http://www.wowace.com/wiki/EePanels2" to get information on how to use it.
3) Open the textures, resize, move em to their spots and kablamo!.

If all you want are textures that look like that (blue and semi-transparent) you don't need to create them and save them as tgas. But yes - look through the wiki.
