Action Bars 3 & 4

There is options for both bars to change the orientation from Vertical to Right, but they don't seem to do anything. Is this intentional? I would really like to be able to make all six bars horizontal, rather than bars 1, 2, 5, and 6.

You should be able to do some horizontal bars.
Compare with the config of the bar 5.
