Why are my variables not being saved?

So in my TOC file, I've specified
## SavedVariablesPerCharacter: FrameDB
but no file ends up in my character's SavedVariables folder, and the addon keeps going back to defaults. I've looked through loads of directions on this, but none of it has explained what's missing here. Any ideas?

Edit: Apparently the game needed to be restarted for it to pick up the changes, unlike with lua and xml files.

yeah, TOC changes seem to require a full game restart.

For the TOC:
"##" changes require a full restart.
Removing files just requires a UI reload.
Adding files that were in the addon folder when WoW launched just takes a UI reload. Adding entirely new files takes a full restart.
